Every repo under Development gets the same project-skills layout: .agents/skills/ is the one real directory (Codex and Pi read it natively) and .claude/skills -> ../.agents/skills is the symlink Claude Code follows, so all three harnesses load the same files. sync-repo-standards scaffolded it on 2026-08-22; this PR tracks the scaffold (an empty .gitkeep and the symlink) so it stops showing as untracked on every branch. Nothing else is touched.
