Align proof CTA routing hierarchy

Summary:

• Route Home proof CTAs to /fullstack and label them as build proof.
• Route MedTech regulated proof CTAs to /proof-of-work.
• Add localized CTA labels and align German nav labels with the AI / regulated / build proof hierarchy.

Verification:

• npm run lint
• npm run build
• Verified /, /medtech, /fullstack, and /proof-of-work return 200 locally.
• Checked desktop and mobile rendered anchors for Home and MedTech CTA routes.

Notes:

• /proof-of-work remains available as the MedTech / regulated operations proof destination.
• Left unrelated untracked file out of the commit: src/data/germanLoggerPrompt.js
