This pull request adds comprehensive documentation for authoring and maintaining shareable semantic-release configuration packages, and makes a small update to the community configurations list. The new guide covers how to create, export, test, and publish shareable configurations, as well as best practices for maintenance and supporting overrides.

shareable-configuration.md) detailing how to create, export, and publish a shareable semantic-release configuration package, including package setup, exporting configuration objects, composing multiple configs, defining plugin options, supporting local overrides, testing, publishing/versioning, and maintenance guidelines.Community configurations list update:
