Authority & dependency: every core runs standalone. NCP is an optional neutral contract: Engram has separate simulation/direct-proposal roles; Haldir is a gated command proposer; Galadriel and Prisoma only observe. Every command remains a proposal until CREBAIN independently admits it under its current session and bounded body-authority lease; CREBAIN alone owns body state and final software actuator admission. In gated mode Engram → Haldir carries local signed intent, not NCP authority; Haldir independently authorizes a new NCP command. Galadriel ↔ Haldir is a separate default-off deny-only assessment/authenticated-disposition seam whose absence never grants authority. CREBAIN → Galadriel telemetry is separately declared and outside NCP. pid-rs is an in-process library only, with no wire role; Cortexel is a one-way labelled-export sink with no control path. These are intended, historical, research or data relationships. NCP 1.0 remains an unreleased, release-blocked candidate—not a deployed or qualified integration.
