What
Seed the internal-ops docs/ zone (Architecture, Development, Runbook, Troubleshooting, Reference) plus index, per the shikanime docs doctrine.
Why
The sks-doc sweep generates a consistent in-repo docs/ set across every shikanime-labs / shikanime-studio repo.
