Adds a community Russian language pack to the marketplace index.

Coverage

• 13,559 / 13,676 catalog strings translated (99.1%); the remainder are strings the loader forbids packs from overriding — the auto.components.settings.plugin* security-copy namespace (minus the translatable-chrome whitelist) — plus 5 inline-CSS animation entries.
• Covers settings, sidebars, editor, terminal, browser, GitHub/GitLab/Linear/Jira integrations, agent dashboard, skills, automations, mobile companion, tray, and application menu.
• Russian plural categories (_few/_many, and CamelCase Few/Many where the family uses them) added to every plural family, in each family's own suffix style.

Validation

• Catalog verified against the actual parsePluginLanguagePackArtifact shipped in v1.4.191 (run via node --experimental-strip-types on the shipped source): PARSE OK, entries = 15253.
• Install verified end-to-end on Orca 1.4.191 (Windows): install from git URL with #ref, permission review, enable, and the language appears in Settings → Appearance → Language as ru — noobitoo.russian.
• Sparse-catalog fallback: any key not present falls back to upstream English, so the pack is safe across Orca versions.

Note

An independent alternative to #1 (different translator pipeline and coverage: 13,559 vs 11,598 strings, and every string validated against the host loader of the current release). Happy to consolidate if the team prefers a single community pack.
