feat(fallbacks): add next reviewed fallback rows

Adds the next reviewed fallback rows after the legal-cleared batches.

Why:

• Make the reviewed Verdana and ITC Bookman fallbacks available to renderers.
• Preserve face-level fidelity for Consolas and the Century rows instead of flattening them to a single family verdict.
• Keep visual-only choices honest: no line-break-safe claim unless a measured face supports it.

Validation:

• bun run check
• Focused Verdana four-face visual review against the selected Noto Sans candidate
• Public-safety scan for local paths and private terms
