This reverts commit 11aa347.
The standalone enableStarterPrompts URL-param flag (Param.IsStarterPromptsEnabled) is still handled on the TSA side, so keep it alongside the new starterPrompts config. Co-Authored-By: Claude Fable 5 <noreply@anthropic.com>
