Foundation slice for #1, #2, #3, and #4.\n\nAdds the open-source community files, separate public reader and private admin FastAPI factories, environment-validated settings, current lifespan handling, CI, and executable security-boundary tests.\n\nVerification:\n- Ruff formatting and linting pass\n- strict mypy passes\n- 5 pytest tests pass\n- 98% line coverage\n- git diff check passes\n\nThe public reader has no mutation, refresh, publishing, admin, or arbitrary fetch routes.
