For downstream, we need this change in an older branch first because buildroot won't update without this change, and a newer buildroot is required for the current main branch. Upon positive review, I will also forward-port this change. Tested on confidential-clusters/operator#163.

Raising upon main in parallel so that we know integration test result. Here we won't know because we don't have working integration tests for that branch.
