Implements #686 — the five-case activation protocol. Skill/docs-class cell (α+β+γ collapsed per the sanctioned skill-docs exception); δ-accepted after verifying the matter against the diff (not the receipt's word). Base-parity checked: the two skills on main (5ddbb3c5, 9b448fb9) are byte-identical to the versions edited — no stale-base clobber.
