…erarchy skill Captures Naomi Gleit's planning hierarchy as coherent doctrine: workstream ⊃ track ⊃ unit, single-threaded owner + canonical doc per level (Canonical Everything, recursive), MECE at initiative grain. Doctrine lives in cnos.cpm; label/board realization stays owned by cnos.issues (cited, not forked). Modeled on cnos.core/skills/write. Defer it until #711 converges; keep the defensible boundary (cdp owns doctrine; cnos.issues owns labels/board).
