Prepare the protected stable toolkit 0.8.3 release for #139, #140, #142, and #143.
Release preparation sets the stable/next markers, deterministic source epoch, exact authorization issue set, published GitLab example pin, generated Towncrier changelog, and repository-complete plan archive.
Release-focused validation passed 118 tests, Ruff, OCR manifest validation, next-version Towncrier draft, Gitleaks, and git diff checks. The reviewed feature head previously passed 1,275 tests plus 324 subtests at 86.35% branch coverage and all 13 hosted checks.
No local real-LLM/provider review or qualification receipt was run or claimed. Stable publication, registry and Release byte reconciliation, provenance, attestations, clean installs, receipt comments, issue closure, and milestone closure remain post-merge gates.
