Fixes PostgreSQL File Artifact store pool ownership and shutdown. Owned pools are closed during runtime stop, borrowed pools remain caller-owned, and concurrent close calls share completion.\n\nValidation: focused PostgreSQL tests (9/9), TypeScript, ESLint, and independent review.
