Register 정보공개포털 (open.go.kr) in the site catalog

Adds the Information Disclosure Portal (open.go.kr) to the catalog, including its required MagicLine4NX security plugin.

Changes

• docs/Catalog.xml — New Service entry in the Government (공공기관) section, placed after 정부24:

/silent mirrors the existing MagicLine4NX entries (Unipass, Samsungcard) for unattended install. Validated against docs/Catalog.xsd.

Not included

• Icon docs/images/Government/InfoDisclosure.png — open.go.kr is unreachable from the build sandbox, so the official logo could not be fetched. Missing icons are non-fatal (several existing services also ship without one); a maintainer can drop in InfoDisclosure.png later.
