Rebalances the management-oriented CV around measurable scope, business impact, and evidence from the existing CTO/source resumes.

Sources used as the baseline:

  • RESUME_FRACTIONAL_CTO.md for business/CTO positioning and outcome-first structure
  • sources/Anton_Nazarov_resume_greenhouse_noai.md for detailed factual scope and metrics
  • existing ZIL / MosRazvitie source notes for verified operational detail

Key changes:

  • Surfaces direct leadership plus indirect functional leadership across 100+ IT specialists / 100+ institutions in Profile and Core Strengths.
  • Restores concrete management and operational metrics instead of generic leadership claims.
  • Restores ZIL context and scale: 145 employees, 156 workstations, 581 documented assets, 7 servers, ~20 VMs, 5 IT specialists + 2 installation engineers.
  • Describes specialized team design, explicit ownership, adjacent backup coverage, and recovery after an administrator left without handover or privileged-access documentation.
  • Restores business outcomes: contribution to the ~RUB 30M debt turnaround, 800+ asset reconciliation, ~100 write-offs, ~150 workstation life extension, 100+ employee remote-work transition, HelpDesk extended to seven other services.
  • Expands Directorate scope with 100+ institutional IT specialists, centralized procurement/quota coordination, AIS MosRazvitie ownership, 5-hour export reduced to 1.5 sec–1.5 min, and recovery from Google/Bitdefender/Quttera/Sangfor blocklists.
  • Restores the Moscow Social Development Agency management role because it strengthens the management narrative.
  • Removes the obsolete Applied Informatics coursework line from this CV.

The intent is not to imply direct line management of 100+ people. The CV distinguishes direct team leadership from cross-organizational functional coordination and decision scope.
