- Reusable check-outward-facing.yml + local check-outward-facing.sh: block inward-facing content (internal record IDs, decision/chapter refs, German markers, private repo name) on outward-facing surfaces, with a documented allowlist.

Adds the reusable
check-outward-facing.ymlworkflow and its localcheck-outward-facing.shcompanion. Caller repositories reference this withuses: FlowMCP/.github/.github/workflows/check-outward-facing.yml@main, so this must merge first for the caller CI to resolve.Closes #26
