Bumps every Python package in the workspace from 0.9.0.dev2 to 0.9.0.dev3: the five core packages (quantum-pecos, pecos-rslib, pecos-rslib-llvm, pecos-rslib-cuda, pecos-rslib-exp), the five selene plugin packages, the root workspace pyproject (including the exact quantum-pecos extra pins), and the exact pecos-rslib/pecos-rslib-llvm dependency pins inside quantum-pecos.
Both uv lockfiles (root and exp/zluppy) were regenerated with the CI-pinned uv 0.11.16; their diffs contain only the version edges.
scripts/check_python_workspace.pypasses: 10 packages, version 0.9.0.dev3, 10 uv workspace members.
