Empty commit (no files changed).\n\nPurpose: verify whether CI surfaces the pre-commit hook failures (go-lint / typos) that block a local commit for IP-3481. Local hooks are broken on main (stale
havocmodule in justfile, ~35 pre-existing typos); CI workflows do not run pre-commit. If this PR's checks are green, the local hook gate is the only blocker and the real change can commit without local hooks.
